The Shivaji Chowk redevelopment completes in 2006, fourteen months behind the schedule given to the society in 2003. Every family returns to the flat they were promised, and the delay is nonetheless the event the rest of the novel argues about: what the fourteen months cost the people who waited, whether the contract or the promise governed, and how much of it Jagdish Wagh could have prevented had he still been inspecting the work himself.

Delivered in full, fourteen months late. The novel spends its second half on that gap.
